CHELSEA—In some very unsurprising news, the restaurant Tour (concept: a menu that takes you on a "culinary tour" from country to country) has kicked the bucket. A tipster writes, "Walked by Tour (Tours?) Restaurant on 8th Ave and 15th (or 16th), and the windows were papered over, with sign "Soon coming: Barfly" (or something to that effect). CENTRAL VILLAGE—Dumpling alert: the long-delayed NYU Rickshaw has finally, officially opened. Sayeth a reader: "Last night there was a long line outside for a private opening while the brown paper was still up. Today they made many NYU students and nearby workers very happy." [EaterWire Inbox]

The NYPD doesn't collect taxes. The marshals do, but they're frequently in plain clothes and definitely don't have a police escort. So whatever it is, it's probably pretty serious.
